Speaking in Berlin, Merz emphasized that European law applies equally to all companies operating in the EU, regardless of nationality. “Just as German and European companies in the US must comply with local laws and face penalties if they fail to do so, American companies in Europe must also accept the rules that apply here,” he said.
Merz added that legal avenues exist for recourse, but non-compliance carries consequences.
“This applies in a constitutional state and in a legal community such as the EU—for all companies, not only European ones, but also American ones and all others,” he noted.
The fine, issued by the European Commission on Friday, marks the first enforcement action under the EU’s Digital Services Act (DSA) for multiple regulatory breaches by X.
